After more than four months of sustained combat operations against Iran, the United States military is running low on certain precision munitions. NPR reported this week, citing a US official not authorized to speak publicly, that stockpiles of some precision missiles are almost depleted. The official did not specify which systems. The implication of the disclosure, and the reason someone chose to make it, is that the pace of the conflict has consumed inventory faster than the defense industrial base can replenish it.
The mathematics of this problem are not new to military planners, but they have received insufficient public attention. Modern precision-guided munitions are expensive, complex, and slow to manufacture. A Tomahawk cruise missile costs approximately two million dollars and requires a production timeline measured in months from order to delivery. A Joint Air-to-Surface Standoff Missile costs roughly half a million dollars and has its own production constraints. The defense industrial base that produces these weapons was designed and scaled for a specific threat environment — one in which sustained high-intensity combat against a regional power capable of forcing the use of large quantities of precision munitions was not the operational planning assumption.
Ukraine changed the calculus before Iran did. The war in Ukraine consumed anti-tank missiles, artillery ammunition, and air defense interceptors at rates that exposed significant gaps between American and allied stockpiles and the requirements of sustained conventional conflict. The response — increased production contracts, expanded manufacturing capacity, allied industrial cooperation — was underway but not complete when the Iran conflict began in February. The munitions being used against Iranian air defenses, naval assets, and military infrastructure are drawing from a pool that was already under pressure.
The strategic implications extend beyond the Iran theater. American military deterrence globally depends in part on the perception that the United States has the capacity to execute military options across multiple theaters simultaneously. An adversary watching the US deplete precision munitions in the Gulf has an interest in assessing what that means for American capacity elsewhere — in the Taiwan Strait, on the Korean Peninsula, in Eastern Europe. The depletion does not render American military power ineffective. The US retains enormous conventional capability. But the specific capability represented by large inventories of precision standoff munitions — the ability to strike specific targets with specific effects from outside air defense range — is finite in ways that are now visible.
The defense industry’s response to this problem is constrained by supply chains that cannot be accelerated by budget allocations alone. Precision guidance components, propellant chemistry, and specialized manufacturing equipment have long lead times regardless of how much money is appropriated. The FY2026 National Defense Authorization Act included significant increases in munitions production funding, but the weapons that money will buy will not be ready for months or years. The conflict that is consuming the current inventory will not wait for the replacement inventory to arrive. That gap — between what is being used and what can be replaced and when — is the story underneath the story of the Iran war right now.
